Garver Theater is a treasured landmark in the Camas community, and was named in honor of Joyce Garver, a beloved art and drama teacher who spent most of her life teaching fine arts to Camas students. Its use as a home for underserved fine arts programs will pay tribute to its namesake and strengthen community bonds. In 2016, Camas School District voters passed a $119.7 million construction bond that made possible the renovation and reopening of Garver Theater in 2022. The District seeks expert guidance to increase equitable arts access and engagement, financial sustainability, and optimal scheduling and usage between students and the larger community. Garver Theater is intended to serve multiple stakeholders, including District schools; community education programs; local and regional performing arts organizations; and broader community users. If you or your firm is interested in providing consultation services for the District, please submit a detailed summary of your firms proposal in accordance with this RFP. The deadline for receipt of the proposal is 4:00 p.m. PST on June 12, 2026 (Response Deadline). Note that proposals delivered after this Response Deadline may not be considered. Anticipated Scope of Work The selected consultant will be expected to develop a comprehensive strategy for the effective utilization, governance, and pricing of the Districts Garver Theater. The strategy should maximize community benefit, financial sustainability, and operational efficiency while aligning with the Districts mission and stakeholder needs. The consultant will be expected to: Conduct interviews and/or workshops with multiple stakeholders in order to identify the needs, constraints, and priorities of a shared-use model; Create strategies to increase access for performing arts organizations and artists; Define a shared-use model, balancing school and community needs that maximizes usage while prioritizing District programs through a facility utilization framework; Establish a transparent and equitable rate structure for various user groups that ensures long-term financial sustainability and community value; Develop a clearly defined comprehensive tiered usage priority hierarchy that establishes structured allocation and access protocols across multiple stakeholder groups; Calculate fully burdened cost of use to explicitly include utilities, baseline operating expenses, and prorated replacement and depreciation cost of specialized equipment, as well as any maintenance and lifecycle cost considerations. Detail a community engagement strategy that establishes goals for participation, inclusivity, and geographic and demographic representation; and Recommend governance and operational policies aligned with best practices for scheduling, staffing, and management. Relevant Project Experience Relevant experience with performing arts venues, public facilities, or school district partnerships Demonstrated expertise in facility utilization, governance models, and pricing strategies Three to five comparable projects, including client name, scope, and outcomes 3. References Three professional references for similar projects, including the organizations name, contact person and title, phone and email, and description of services provided. 4. Project Understanding and Approach Provide a narrative describing: Understanding of the Districts goals for Garver Theater Key challenges and opportunities related to utilization, governance, and pricing Proposed methodology for stakeholder engagement, market analysis and benchmarking, operational and governance assessment, and financial modeling and pricing strategy development Equity and community access considerations 5. Project Team Identification of key personnel who will be assigned to this project, including their roles and responsibilities; relevant experience and qualifications; and resumes or bios of key team members, if applicable Identification of any subcontractors or partners 6. Scope of Services and Deliverables Outline the proposed scope of work, including: Key tasks and phases Deliverables Levels of collaboration with District staff Tools, data, or analysis methods to be used 7. Timeline Provide a proposed project schedule, including major milestones, estimated duration for each phase, and key deliverable dates 8. Cost Proposal Include a detailed cost proposal that clearly identifies: Total project cost Breakdown by phase or task Hourly rates, if applicable Reimbursable expenses Any optional or additional services 9. Legal and Administrative Disclosure of any conflicts of interest Acknowledgement of compliance with applicable laws and District policies Criteria for Selecting Pre-Qualified Consultants To promote a transparent and consistent selection process, the District will apply a weighted scoring methodology to the evaluation criteria below. Proposals will be reviewed and scored against each category, with the total possible score equaling one-hundred percent (100%). The evaluation criteria and corresponding weighted percentages are as follows: 1. Timeliness and Completeness of Proposal - 10% To receive maximum consideration, the consultants proposal must be received by the Response Deadline. In addition, the proposal will be evaluated with respect to organization, clarity, completeness and responsiveness to this RFP. 2. Technical Qualifications and Competence - 30% This includes experience, expertise and familiarity with applicable laws and requirements for school facility projects in general and facility utilization, governance models, and pricing strategies, specifically. 3. Record of Past Performance - 30% This includes work quality, completion of work on schedule, cost controls and contracts held with other school districts over the last five years, as well as the response of references provided by the consultant or any other references identified by the District. 4. Approach to Work - 20% This includes project management and coordination methodologies, prioritization analysis and study approaches, and ability to work cohesively with various stakeholders involved in planning efforts. 5. Cost and Fee Proposal - 10% The proposal will be evaluated for its overall cost effectiveness and value of proposed services, including clarity of fee structure and reasonableness of costs, with consideration to both the total proposed cost and relationship between cost and demonstrated qualifications to ensure best value. Policies Applicable to Contract Awards Acceptance by the District of any proposals submitted pursuant to this RFP shall not constitute any implied intent to enter into a contract for consultant services. All work to be performed under any awarded contract must conform to the requirements of the District and, if applicable, the OSPI and all other governmental agencies with jurisdiction.
