PORT OF VANCOUVER USA INVITATION TO BID Bid 26-21: Port of Vancouver Hill Track Replacement Project Notice is hereby given that the Port of Vancouver, Washington, will receive sealed bids up to the hour of 2:00 PM., Pacific Local Time, Thursday, May 14, 2026, and publicly open and read aloud at that time on the same day at 3103 NW Lower River Road, Vancouver, Washington, for the following: This Contract provides for the improvement of the Port of Vancouver USA Hill Track Replacement Project and will remove and replace railroad tracks, ties, ballast and turnouts along with replacing road crossings, traffic control and other work. A non-mandatory pre-bid meeting and site visit will be held Tuesday, April 28, 2026 at 2:00 PM, 3103 NW Lower River Road, Vancouver, WA 98660. Individuals attending the non-mandatory pre-bid meeting and site visit will be required to furnish and utilize safety equipment to include reflective clothing (or vest) and sturdy shoes. Questions must be submitted via the Port of Vancouver ProcureWare system no later than Wednesday, May 6, 2026, at 5:00 PM. The work under the contract shall be physically completed within 30 working days from issuance of Notice to Proceed. Plans, specifications, bid documents, addenda and plan holder list for this project are available online through the Port of Vancouvers ProcureWare website through the following URL: Projects & Contracts - Port of Vancouver USA. Please register your company on the ProcureWare System to download solicitation documents. All registered firms that download solicitation documents will automatically be listed as a plan holder. If you obtain this Bid from a source other than the Port of Vancouvers ProcureWare system, you will not be on record as a plan holder. It is the bidders responsibility to ensure the firm has received a complete solicitation package found at ProcureWare. Non-registered firms on the Ports ProcureWare system will not be able to download solicitation documents. It is the sole responsibility of the Bidder to learn of Addenda, if any. The Port of Vancouver accepts no responsibility or liability and will provide no accommodation to bidders who fail to check for addenda and submit inadequate or incorrect responses. Bid results may be obtained within 24 hours after the bid opening by accessing the ProcureWare System website. The Port of Vancouver in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. The Port of Vancouver is committed to providing equal opportunities to State of Washington certified Minority, Disadvantaged and Womens Business Enterprises in contracting activities. The Port of Vancouver reserves the right to cancel this invitation or reject any and all bids submitted or to waive any minor formalities of this call if, in the judgment of the Port Commissioners, the best interests of the Port would be served. No bidder may withdraw his/her bid after the hour set for the opening thereof, unless the award of contract is delayed for a period exceeding sixty (60) days. If it is determined to be in the best interests of the Port, the Port reserves the right to request an extension of bid prices during the review process.
