INVITATION TO BID ITB #26-10: MacArthur / Mill Plain Complete Street Improvement Notice is hereby given that the City of Vancouver, Washington, will receive sealed bids up to the hour of 11:00 a.m., Pacific Local Time, Tuesday, March 10, 2026 and will publicly open and read aloud at that time on the same day in the Vancouver City Hall, 415 W 6th St, Vancouver, Washington, for the following: This Contract provides for the improvements of the Intersection of Mill Plain Boulevard and MacArthur Boulevard, the Intersection of MacArthur Boulevard and Blandford Drive, the Segment of MacArthur Boulevard between the two aforementioned Intersections, and Intersection Approaches as shown on The Plans. The Project includes clearing and grubbing, roadway excavation, stormwater conveyance, treatment, water main, sanitary sewer main, paving with HMA and concrete, irrigation systems, erosion control, curb/gutter, sidewalk, traffic control, pavement marking, traffic signal system, interconnect system, illumination system, and landscaping and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications. The Contract Work shall be Physically Complete within 260 Working Days from the Notice to Proceed. The City of Vancouver in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252,42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The City of Vancouver is committed to providing equal opportunities to State of Washington certified Minority, Disadvantaged and Womens Business Enterprises in contracting activities.
