PUBLIC NOTICE Clark Public Utilities (project manager: Michelle Henry), PO Box 8900 Vancouver, WA 98668-8900, is seeking coverage under the Washington State Department of Ecologys Construction Stormwater NPDES and State Waste Discharge General Permit. The proposed project, NW/NE 99th St. Water Transmission Main - Phase 2, is located in Vancouver, WA, along NW/NE 99th Street between the cross-streets of NW 4th Avenue to NE 25th Avenue. This project involves 1.5 acres of soil disturbance for installation of a new water transmission main and other related construction activities. The receiving waters for the project sites storm drainage system are Cougar Creek and Tenny Creek. Any persons desiring to present their views to the Washington State Department of Ecology regarding this Application, or are interested in Ecologys action on this Application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II anti-degradation requirements under WAC 173-201A-320.
