PROJECT SPECIFIC DESCRIPTION This Work consists of improvements to the Legacy Pump Station and Trunk Sewer, including construction of a new 20-inch diameter force main, valve vault, site grading, cement concrete pavement, traffic control, erosion control, and associated surface restoration. This Work, and other associated Work, is to be completed for the Clark Regional Wastewater District, all in accordance with the attached Contract Plans and these Contract Provisions. Mandatory 15% apprentice labor hours of the total labor hours are a requirement of the construction contract. Bidders may contact the Department of Labor & Industries, Apprenticeship Section, to obtain information on available apprenticeship programs. The Board of Sewer Commissioners reserves the right to waive informalities in the bidding, accept a proposal of the lowest responsible bidder, reject any or all bids, republish the call for bids, revise or cancel the work, or require the work to be done in another way if the best interest of the District is served. All work on this project will be subject to state prevailing wage rates. All contractors must be licensed in the State of Washington to conduct business. Notice Regarding Tariffs - Recent discussions, negotiations and implementation of tariffs by the U.S. Government has created uncertainties for contractors and suppliers regarding the cost of materials, supplies or equipment which may be subject to tariffs. The District desires to avoid the uncertainties and potential financial risks associated with potential tariff increases or decreases. Therefore, the bidders bid should include only those tariffs that are currently in effect as of the bid due date and the bidder should not speculate on the amount of any tariffs that may actually be in effect at the time of the purchase or delivery of the materials, supplies or equipment. Any increases or decreases in applicable tariffs on materials, supplies or equipment which are part of the bid proposal will be subject to an equitable adjustment in accordance with Section 1-07.1(5)C of the Contract Provisions. All Bids must be accompanied by a bid deposit in the form of a surety Bid Bond, certified check, cashiers check, or cash in an amount equal to five percent (5%) of the amount of such proposal on or before the bid deadline provided above. The Bidder shall submit a PDF copy of the Bid Bond and provide original bid bond upon request from the District. An attorney-in-fact who signs the Bid Bond must file with each bond a certified and effectively dated copy of their Power of Attorney. If the Bidder cannot provide a Bid Bond, a certified check, cashiers check, or cash may be provided. The certified check, cashiers check, or cash must be delivered in a sealed envelope marked with the Bid Name and Number and be received at the District office prior to the bid deadline provided above. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the District.
