INVITATION TO BID CITY OF LA CENTER Sealed bids will be received by the City of La Center, at the reception desk located in City Hall at 210 E. 4th Street in La Center, Washington until 3:00 p.m. on November 19th, 2025 and will then and there be opened and publicly read for the construction of the improvement(s) of the 4th Street Widening - Cedar Ave to Highland Rd project. All bids shall be placed in a sealed envelope which clearly states the name of the bidder, the date of the bid opening, and the title Proposal for 4th Street Widening Cedar Ave to Highland Rd. Bids not delivered in person to City Hall shall be enclosed in another envelope that is addressed to the attention of the City Engineer, City of La Center, 210 East 4th Street, La Center, WA 98629. Bidders may call the City Public Works Office to verify receipt of their bid. Bids that are mailed and not received by bid closing of 3:00 p.m local time, Wednesday, November 19, 2025, will not be considered complete and will be forfeited. All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashiers check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of La Center. The City of La Center and Apex place great importance on the integrity and accuracy of the official plan holders list. The Project includes clearing and grubbing, roadway excavation, storm sewer conveyance, detention, treatment, sanitary sewer, water, HMA paving, erosion control, traffic control, bridge construction, walls, illumination, pavement marking, and other work, all in accordance with the attached Contract Plans, Contract Provisions, and the WSDOT Standard Specifications. This project is financed through local funds, the Transportation Improvement Board (TIB), the Recreation and Conservation Office (RCO), and federal programs of the Surface Transportation Block Grant (STBG) program and the Federal Highway Administration (FHWA). Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) grant program. The contract will require the payment and tracking of federal wages through Davis Bacon and will be subject to regulations of the U.S. Department of Labor. The higher wage rate between the Federal and State rates, at a minimum, shall prevail per WAC 296-127-025. Work shall be completed within 380 working days after receipt of Notice to Proceed.
