PORT OF VANCOUVER USA INVITATION TO BID RENAISSANCE TRAIL SEGMENTS 4 & 5 Notice is hereby given that the Port of Vancouver, Washington, will receive sealed bids up to the hour of 2:00 p.m., Pacific Local Time, Thursday, April 24, 2025, and publicly open and read aloud at that time on the same day in the Commission Room, 3103 NW Lower River Road, Vancouver, Washington, for the following: This Contract provides for the construction a shared-use paved trail along SR 501 from NW Gateway Ave to NW Old Lower River. The Project includes clearing and grubbing, roadway excavation, storm sewer conveyance, water main, HMA planing and paving, concrete pavement, erosion control, ADA improvements, traffic control, pavement marking, signing, landscape, walls, reinforced slopes, guardrail, site features, and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications. **All questions must be submitted on ProcureWare no later than Thursday, April 10, 2025, at 2:00 P.M. ** Plans, specifications, bid documents, addenda and plan holder list for this project are available online through the Port of Vancouvers ProcureWare website through the following URL: http://www.portvanusa.com/about/doing-business-with-the-port. Please register your company on the ProcureWare System to download solicitation documents. All registered firms that download solicitation documents will automatically be listed as a plan holder. If you obtain this Bid from a source other than the Port of Vancouvers ProcureWare system, you will not be on record as a plan holder. It is the bidders responsibility to ensure the firm has received a complete solicitation package found at ProcureWare. Non-registered firms on the Ports ProcureWare system will not be able to download solicitation documents. It is the sole responsibility of the Bidder to learn of Addenda, if any. The Port of Vancouver accepts no responsibility or liability and will provide no accommodation to bidders who fail to check for addenda and submit inadequate or incorrect responses. Bids shall be placed in a sealed envelope, which clearly states the name, city and state of the bidder, the date of the bid opening, and appropriate wording to indicate definitely the nature of the contents. The Port of Vancouver, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The Port of Vancouver is committed to providing equal opportunities to the State of Washington certified Minority, Disadvantaged and Womens Business Enterprises in contracting activities. The Port of Vancouver reserves the right to cancel this invitation or reject any and all bids submitted or to waive any minor formalities of this call if, in the judgment of the Port Commissioners, the best interests of the Port would be served. No bidder may withdraw his/her bid after the hour set for the opening thereof, unless requested in writing per WSDOT standard specifications and/or the award of contract is delayed for a period exceeding forty-five (45) days.
