NOTICE OF APPLICATION AND LIKELY SEPA DNS February 9, 2024 NOTICE IS HEREBY GIVEN that, an application has been submitted as noted below and based on a review of that application, the City of Washougal expects to issue a Determination of Non-Significance (DNS) for this proposal pursuant to the Optional DNS process allowed by State Law (WAC 197-11-355) and Washougal Municipal Code (WMC 16.36.110). Presence of one Type Ns (seasonal, non-fish bearing) streams was identified in the northwest portion of the project area. Clark County GIS indicators show a moderate-high to high probability for archaeological resources. A preliminary wetland study of parcels 132798-000 and 132797-000. A preliminary wetland study for parcel 132846-000 has yet to be executed. Vegetation consists mainly of grass, blackberries, treed areas, and residential landscaping. Some of the existing buildings and associated outbuildings will be removed at the time of construction. The Quail Riverview Planned Unit Development is bordered to the west, east, north, and south by R1-7.5. Additional zoning exists north of the property in the form of R1-10 and BP (Business Park). The proposed development of the project site will be treated with a storm facility in the southwest corner of the project for the purposes of collecting, treating, and detaining stormwater runoff. The runoff sources include public streets, roofs, sidewalk, driveways, and landscaping. Downstream flow from neighboring properties will not impact the project site, any stormwater experienced will be collected at the property line and will be routed past the site and will be discharged downstream of the onsite stormwater facilities. This project is proposing to use the density transfer allowance in the Washougal Municipal Code. The open space requirement exceeds the 10% minimum (1.7 acres) by offering 2 acres of passive recreation and wildlife habitat in the form of open space and existing wetlands. One (1) Oregon White Oak on-site will be preserved and protected during construction and in perpetuity. Utilities Based on the survey performed by Olson engineering, Gas, Water, Power, Fiber Optics, Water (Washougal), Sewer (Washougal) and Stormwater lines all exist along P street. Public Hearing: A public hearing is required (by means of WMC 18.94.080 (2)), and is likely to be scheduled for early-mid April at 10am in Washougal City Hall Council Chambers.
