INVITATION TO BID ITB 25-41: City Hall Ground Source Heat Pump Well Relocation Notice is hereby given that the City of Vancouver, Washington, will receive sealed bids up to the hour of 11:00 a.m., Pacific Local Time, October 28, 2025 and will publicly open and read aloud at that time on the same day in the Vancouver City Hall, 415 W 6th St, Vancouver, Washington, for the following: This Contract provides for refurbishing the current ground source heat pump (GSHP) system at the City of Vancouver City Hall. The Work includes the recovery of three (3) well pumps, installation of (3) new well pumps, a realignment of the GSHP piping, new penthouse pumps, and new valving and other work, all in accordance with the Contract Provisions and General Conditions. In addition, there is the requirement to coordinate and support the Citys contact to maintain temperature and humidity at a comfortable level for the City and tenants in the building. Temporary heating and cooling will be provided by the City, but thorough Contractor coordination is required. An optional pre-bid meeting is to be held at 1:00 pm local time, on Tuesday, October 14, 2025 at Vancouver City Hall, located at 415 W 6th St., Vancouver, WA 98668. Interested prime contractors are encouraged to attend. At this meeting questions concerning the Contract Documents and the proposed work will be discussed. The Contract Work shall be Physically Complete within 180 Working Days from the Notice to Proceed. The City of Vancouver in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252,42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The City of Vancouver is committed to providing equal opportunities to State of Washington certified Minority, Disadvantaged and Womens Business Enterprises in contracting activities.
