Notice of Mitigated Determination of Nonsignificance (MDNS) Providence Academy Boiler, Laundry & (possibly) Smokestack Demolition PRJ-163699/LUP-81333 The City of Vancouver, lead agency, has reviewed the environmental checklist as required by WAC 197-11-330(1). Pursuant to the State Environmental Policy Act (SEPA) and WAC 197-11, it has been determined that as mitigated, the following described project will not have a probable significant adverse impact on the environment. An environmental impact statement has been deemed unnecessary. A final determination of nonsignificance is expected pending a 14-day public comment period. Description: Providence Academy, Boiler, Laundry & (possibly) Smokestack Demolition Location: 400 E Evergreen; Parcel 986035621 Contact: Maren Calvert, Horenstein Law Group, 500 Broadway Street, Suite 370, Vancouver, WA 360-597-0978 Applicant: The Historic Trust, Stacey Graham, 750 Anderson Street, Vancouver, WA 98661 360-992-1805 Property Owner: Academy Development, LLC, 750 Anderson Street, Vancouver, WA 98661 Neighborhood Association: Esther Short Mitigation Measures: Mitigation measures are contained in the attached document titled Historic and Cultural Preservation Supplement to the SEPA Application to Demolish Laundry, Boiler, & (potentially) Smokestack prepared by the Historic Trust, summarized as follows: 1) Prior to commencing demolition, the applicant shall obtain a Site Alteration and Excavation Permit from the Washington State Department of Archaeology and Historic Preservation (DAHP). 2) The applicant shall submit archival documents to the Historic American Building Survey (HABS), as specified in the attached document. 3) The applicant shall prepare a new National Register of Historic Places (NRHP) Nomination for the Providence Academy, as specified in the attached document. 4) The applicant shall salvage and preserve as many sample construction materials from the Buildings as is reasonably feasible, as specified in the attached document. 5) The applicant shall implement Public Education Efforts, as specified in the attached document. The environmental checklist and related information that are the basis of this determination are on file and will be made available on request. This MDNS is issued under WAC 197-11-340. The city will not act on this proposal until after 14 days from the date of issuance. Comments on the project will be received until 4 p.m., June 25, 2021.
