CITY OF WASHOUGAL NOTICE OF SEPA DETERMINATION OF NONSIGNIFICANCE NOTICE IS HEREBY GIVEN that the following proposal has been determined to have no probable significant adverse impacts on the environment, and that an environmental impact statement is not required under RCW 43.21C.030(2)(c). Written comments on the following DNS may be submitted to the Responsible Official by April 22, 2021. NINEBARK APARTMENTS SPR2 #21020013; SHP #21020014; CAR #21020015; ENV #21020016 A request for site plan approval to construct a 242-unit multifamily residential development with associated private amenities including covered and uncovered parking, private open space, interior sidewalks, landscaping, site lighting, and a roughly 7,000 square foot club house. A roughly 53,312 square foot area along the south boundary of the site will be improved as a public park contiguous with the existing Washougal Waterfront Park and Trail. Amenities within the new park area include sidewalks, seating, landscaping, and a wooden trail feature. Half street frontage improvements along S. Marina Way as well as a realignment of existing S. A, 6th and 7th Streets is also proposed within and adjacent to the site. The project proposes development activity within the shoreline area, riparian habitat buffer and 100-year floodplain of the Columbia River. Permits associated with this activity have been submitted for review concurrently with the site plan application. The project is subject to the development requirements and design standards outlined in the Amended and Superseding Development Agreement between the City of Washougal, Parkers Landing and the Port of Camas Washougal recorded under Auditors File Number 5104756, as well as the First Amendment to the Development Agreement recorded under Auditors File Number 5531755. The 9.8-acre site consists of 29 vacant parcels located within the SW of Section 7 and the NW of Section 18, Township 1 North, Range 4 East as well as the SE of Section 12 and the NE of Section 13, Township 1 North, Range 3 East of the Willamette Meridian.
