Sports Fields Improvements at Four High Schools - Vancouver Public Schools
Notice is hereby given by the Board of Directors of Vancouver Public Schools, Clark County, Washington, will receive bids until 3:00 PM (PDT) on April 10, 2018 at the Jim Parsley Administrative Center located at 2901 Falk Road, Vancouver, WA 98661 for Sports Fields Improvements at Four (4) High Schools. Vancouver Public Schools plans to convert six existing natural grass athletic fields to synthetic turf at four high school sites. The scope of work generally includes demolition, earthwork, placement and compaction of rock, drainage, concrete curbs and walkways, porous asphalt, fencing and netting, CMU dugouts, electrical power service, PA systems, and installation of scoreboards, flag poles, and field goal posts. The bids will be opened and read aloud, immediately after the closing time for their receipt, at which time all interested persons are entitled to attend the bid opening.
Bids will be received as follows: General contract consisting primarily of site work. All work at each site will be awarded under one contract. Multiple sites may be combined under one, or more contracts. Refer to Proposal Form Section 00 41 13 for bidding procedures.

Prospective bidders will be required to sign in as an account manager to have access to the project documents. Contact J2 Blue Print Plan Center regarding questions or setting up an account or viewing the documents. Bidders may purchase printed sets or sheets may be purchased directly from printer.
No bid will be considered unless in complete accord with the instructions to bidders, and submitted upon the official proposal form included in the contract documents. Each bid must be accompanied by bid security in the form of a bid bond, certified bank check, or cashier's check executed in favor of the Owner for not less than 5 percent (%) of the basic bid amount, excluding applicable State of Washington taxes. Bid security shall be forfeited as damages should the bidder neglect or refuse to enter into a contract and provide a suitable bond for performance/payment for labor and materials. In addition, each bid shall include non-collusion acknowledge and certification of non-segregated facilities.
This project is considered a Public Works project. Attention of bidders is called to State of Washington statues, regulations and rules pertaining, but not limited to, the following public works projects: non-discrimination in employment and facilities; rates of payment for wages and fringe benefits to workers; employment of excess numbers of workers who are non-residents of the State of Washington; forms of bids; bonds, contracts and certificates; restrictions of lien, taxes and retainage; and barrier-free facilities for the handicapped.
The Owner reserves the right to waive any informalities and to reject any or all bids.
No bidder may withdraw or modify their bid after the time set for the bid opening until after 45 calendar days from bid opening date.
